Interim CSU Policy
The California State University (CSU) is committed [pdf] to free expression as an essential component of its educational mission. To support and achieve that
mission, the CSU must maintain an environment where its work can be conducted without
disruption, in accordance with the highest standards of institutional integrity, and
with recognition of the rights, privileges and responsibilities of university community
members and members of the public.
The CSU and its universities have therefore established standards that determine the
“time, place and manner” in which activities may be conducted on university property.
These regulations ensure that those who participate in lawful expressive activities
are protected and do not disrupt university operations or infringe on the rights of
others. The regulations also address how the university will respond to students,
employees and non-affiliated parties who disrupt university activities by failing
to comply with these requirements, and how the university will support those who are
harmed by such activities.
This interim systemwide policy applies to students and non-represented employees. The university’s existing campus time, place and manner policy (Presidental Directive 2024-02) will continue to apply to represented employees until bargaining is complete for the interim time place, and manner policy and campus addendum. The systemwide Time, Place, Manner policy will apply to all employees following the conclusion of bargaining.
