Requesting a DS-2019
Below is an outline of the process for requesting a DS-2019

The academic department/faculty sponsor invites the visiting professor or researcher (timing varies).

Department and Division emails ISSS at international-office@sjsu.edu the following documents and information about the prospective scholar/exchange visitor:
- Appointment/Invitation Letter;

- Copy of scholar’s passport biographical information page.
- Appointment/Invitation Letter;
- Upon receiving these documents, ISSS will create a TEMPID for the scholar and email
them instructions on completing the J-1 Scholar Application in iSpartan.
- The Academic Department will be copied on the email.
- The scholar will complete and submit the J-1 Scholar Application in iSpartan.
- Once submitted this request will be routed to the Sponsoring Faculty to review the request, give further information about the appointment and verify the scholar’s English language proficiency, which is required by the Department of State.
- Once the Academic Department has reviewed and signed off on the request, it will be routed to ISSS for review.
- Upon receiving a completed J-1 Scholar Application which shows adequate funding and satisfies English language proficiency, the ISSS scholar advisor will issue a DS-2019 within 3-5 business days.
- Upon receiving these documents, ISSS will create a TEMPID for the scholar and email them instructions on completing the J-1 Scholar Application in iSpartan.
- The DS-2019, cover letter, and pre-arrival information will be emailed to the scholar.
- The Academic Department will be copied on the email to the scholar.
- After receiving the DS-2019 the exchange visitor (scholar) pays the I-901 SEVIS fee, schedules an appointment to apply for a J-1 visa at a U.S. Embassy or Consulate, which may take anywhere from 1-4 months or longer, depending on the country of origin.
- Exchange visitor can arrive in the U.S. up to 30 days before their program start date, which is indicated on their DS-2019. The EV onboards with the assigned Academic Personnel/Payroll staff, reports to ISSS, and attends new scholar orientation
- After completing a required orientation, ISSS will validate the J-1 EV's SEVIS record.
Please note: Fulbright scholars receive their DS-2019 from the Institute of International Education (IIE). However, they require the same process as J-1 scholars sponsored by SJSU. Please also inform ISSS if you are hosting a Fulbright Scholar.
